First off, people want to see what you can actually do, not what you say you’ve learned to do. So you want to put down as much experience as you can (so any links you have showcasing your skills). If all you have is your own site, then go with that, its better than nothing.

After that, you need to outline your “skills.” Do you know HTML, CSS, PHP, ASP, java, javascript, Flash, Action Script, Silverlight, etc.? Make people aware of how wide your skill set is/isn’t. Be honest, it’ll give you a more realistic shot at getting (and keeping) a job.

When showcasing your portfolio try and focus on the specific market or niche you are looking to attract. I would suggest showing more of that specific type of website.

For new web design companies with limited portfolio. Here is a rule of thumb, if you don’t have many website to showcase well then maybe you should start designing some for your self. This will not only increase your portfolio but also your knowledge and expertise. To live the life of a web designer you should eat, drink and sleep web design.

The CV for web design is the same as any CV.
Use basic formatting and list education, experience, skills, languages, etc.

The best you can do is keep a portfolio site that links to all of your work.
If you don’t have a lot work then you can build a portfolio as you job search. Spend a little for domains and hosting. Building fictitious businesses shows passion, commitment and initiative.
This helps you stay fresh and improves the speed at which you can design. I know when I am searching for talent, I want to see more than templates, more than school projects, and proof that you don’t need forever to make something aesthetic.

There is a good article here that gives what not to do also:
